Charity Shops - business or bargain

Hi! I'm watching a programme where a shop guru is trying to revamp charity shops. She has raised the quality of the donations but is having great difficulty to get the volunteers to raise their prices. I was wondering if this was a good idea anyway. Now I know that a lot of people take advantage of the prices at charity shops to pick up things that they missed and sell them later at auction. So prices should reflect the value to some extent. But there are a fairly large number of charity shop customers who shop there not to look for bargains but in order to clothe their families on a small income. How do you balance both? Any suggestions?

I've been watching 'Mary, Queen of Charity Shops' too and I agree that they should sell designer stuff at a suitable price but still have the cheap stuff for people who need/want it.
